SUf71ARY OF APRIL 15, 1981 MEETING ON FIRE PP.0TECTION On April 15, 1981, the NRC Waff met in Bethesda, Maryland, with Consumers Power Company (the applicant), Bechtel and Babcock & Wilcox to review the fire protection provisions for the Midland Plant, Unit Nos.1 & 2.

Meeting attendees are listed in Enclosure 1.

Mr. R. Ferguson, HRR, discussed the history and status of Appendix R to 10 CFR Part 50, noting that on April 8,1981, the Comission had approved a fire protection rule for future plants (SECY-80/546/81-114 with the stipulation that until a rule is in place, new licenses should contain a condition requiring compliance with comitments made by an applicant and agreed to by the staff.

The applicant reviewed the history of the fire. protection developments for the Midland plant and noted that although several meetings with the staff have occurred for the fire hazards evaluation report, first round requests for additional information have noi. been issued because of the post-TMI-2 review interruption.

The applicant's present' plan recognizes the recent EPRI report, " Assessment of Exposure Fire Hazards to Cable Trays."

The applicant's criteria provides that sprinklers are nat needed if a separation distance of 20 feet is achieved. The staff indicated that this was an improper interpretation of the rule, noting that plant areas without sprinklers and separation distances in excess of 20 feet are evaluated by the staff on a case-by. case basis.

The Midland fire protection evaluations are based upon the premise that a fire will be limited to a single control cabinet. The staff will advise the applicant further its position whether loss of additional' cabinets need be considered.

The Midland control room design does not include a fire suppression system.

This is not in accordance with Section 3 of the Appendix R and will require an exception. The applicant also described a proposed transfer switch system to transfer control from the main control room to the auxiliary shutdown panel and to provide for electrical isolation of approximately 50 control and indication circuits per unit.

Meeting Summary JUN 11 1981 Midland Plant The separation distance between the Auxiliary Shutdown Panel and the Auxiliary Feedwater Control Racks is 18 feet with no fire barrier or fire suppression system provided. Three cabinets are located in a small but clean room of the Electrical Penetration Area with numerous overhead cable trays complicating installation of any fire barrier. The staff emphasized the safety significance of these cabinets to achieving and maintaining plant shutdown and intends to advise the applicant that a one hour fire barrier, or equivalent protection, must be provided.

The applicant discussed the general use of solenoid valves, other than valves associated with shutdown, which are not protected since these tend to fail in the safe mode. The staff noted that a failure mode and effects analysis would be needed here. Other items discussed included use of water tight doors in three-hour walls which may require case-by-case staff review, and the lubrication oil system for the reactor coolant pump motors which employs lift pumps for startup purposes and is like the system accepted for the Palisades plant.

Special attention to the protection for water chbilers is also needed.

An update to the Midland Fire Hazards Analyses, including conformance to Appendix R criteria and appropriate reformatting, will be submitted to NRC in mid, July 1981.

The applicant also requested that the visit by the NRC fire protection review team be expedited. Such visits are normally conducted when cable installation is about 90% completed. Mr. Raj Anand, NRR, will visit the site April 28, 1981,
