Dear Mr. Novak:

In the Matter of the

)

Docket Nos. 50-259 Tennessee Valley Authority )

50-260 50-296 By your letter to H. G. Parris dated April 24, 1981, we received a request for information regarding implementation of final security messures required by the physical security plan for the Browns Ferry Nuclear Plant. Enclosed is our response to that request. It identifies and discusses each outstanding item necessary to ruike the physical security plan fhlly operationa).

The anticipated completion dates provided represent our best effort to make the equipment fully operstional, but are Eubject to the successibl procurement of parts and material. It should $1so be pointed out that these security modifications must be integtsted into the overall plant modification schedule. As discussed with NRC representatives J. O'Reilly, V. Stello, and S. Hanauer in a May 13, 1981 meeting, the workload from NRC required modifications at Browns Ferry over the next several years is extremely heavy.

We wish to stress our intent to meet the counitments stated in the enclosure and our overall connitment to a strong security program.

Based on the enclosure continued operation of the Browns Ferry Nuclear Plant is justified and the operating licenses for Browns Ferry units 1, 2, and 3 should not be modified, suspended, or revoked.
