Dear Ms. Phender:
Your letter requesting a public hearing on the Commonwealth Edison Company's proposed codification to increase spent fuel storage capacity at Quad Cities Station has been referred to me for reply.
Three organizations have petitioned the Nuclear Regulatory Cornission for a public hearing and for leave to intervene in such proceeding under 92.714 of Title 10, Code of Federal Regulations.
The NRC Staff and Commonwealth have not opposed these petitions which, when perfected under the regulations, and granted, will result in the public hearing you desire.
Should you desire to participate as a party to the proceeding, it is necessary that you fully comply with our regulatory requirements.
Under $2.715(a) of those regulations, provisions exist for a concerned member of the public, such as yourself, to participate through an oral or written statement of your position on the issues, at such time as hearings take place.
A copy of 10 C.F.R. Part 2 is enclosed for your information.
