OF MEETING ON THI-l RESTART On April 22, 1981, representatives of the NRC and the licensee met at the A list of the TMI-1 plant site to discuss the Restart Test Specificatior s.

The purposes of the meeting were to determine the attendees is enclosed.

status of the licensee's Restart Test SpeH fications, and to discuss the licensee's implementation of its startup frogram and the NRC's plan for monitoring the startup.

The licensee presented a draft copy of its Restart Test Specification Table and discussed the basis for requiring certain tests and the scope and acceptance criteria for several of the tests. The sequence of performing the test was also discussed including hot functional tests, zero power physics tests associated with normal refueling, other low power tests, natural circulation tests and power escalation tests.

General Public Utilities (GpU) described their proposed natural circulation GPU indicated that the test program to be included in the Restart Program.

Test Program was based on a review of (1) the requirements in NUREGs 0694 and 0737, and (2) the North Anna and Sequoyah special low power test programs, with modifications to meet TMI-1 plant specific needs for testing and training.

GPU presented the sequence of natural circulation tests and discussed the objective, method, and acceptance criteria for each test. The NRC representatives indicated that the draft specifications were inadequate for their review and GPU agreed to provide improved test descriptions that would allow us to determine whether carrying out the program would (1) provide each operator with training in natural circulation operations, (2) provide test data on plant performance during cooldown using natural circulation and (3) provide validation of the operating procedures for emergency cooldown.

2-May 29, 1981 Deanis L. Ziemann The staff inquired about the status of the safety analyses which support the startup program, especially for the natural circulation tests.

The licensee indicated that it was planning to have the vendor perform the analyses; however, a schedule for completion was not available.

With regard to the implementation of the startup program, GPU said it intends to submit the detailed test procedures to its safety committee for approval prior to performing the test. The I&E inspector stated that the approved test procedures would be reviewed by I&E prior to initiating the tests.

It was agreed that changes to the detailed procedures after NRR had conducted its review, could be made under the cognizance of the inspector. The inspector would consult with NRR concerning significant changes to test procedures that might require review by NRR.

NRC representatives made the general comment that the material presented contained no conclusions concerning the safety considerations involved in startup testing and there was no account of the maintenance and testing performed during two years of shutdown to show the readiness of the plant for startup.

For example, there was no account of the status of the plant at the last shutdown and no mention of equipment operation and water chemistry to prevent degradation of fluid systems equipment during the two years of shutdown.

The licensee's staff indicated that such information

. would be discussed in the cover letter transmitting the Restart Test Specifications to the NRC.
