Dear Mr. Maino:

At the recent ASME/NQA meccing in Atlanta, Georgia during the week of May 18, 1981, you~ indicated a need for clarification of my letter response dated May 11, 1981 to Mr. Barker's letter of April 30, 1981 regarding the need for duplicate parsonnel records that confirm an employee's previous technical and educational qualifications.

My response was intended to state that personnel records do fall under the pro-visions of Appendix B, Criterion 17, to 10 CFR 50, and that an acceptable method for satisfying this requirement is to maintain these kinds of records as part of the personnel files with no need for maintaining a duplicate. While Regulatory Guide 1.88 through endorsement of ANSI N45.2.9-1974 does introduce the duplicate records concept as one approach to satisfying Appendix B, we do not believe that personnel records are of sufficient importance to safety to require that type of treatment.
