REVIEW OF REQUEST FOR 70.24 EXEMPTION FOR STORAGE OF PATHFINDER FUEL ELEMENTS, PENNSYLVANIA STATE UNIVERSITY RENEWAL APPLICATION DATED APRIL 21, 1978, DOCKET 70-242 The subject proposed exemption from the requirements of 70.24 for the dry storage of 417 Pathfinder fuel elements is based on their assured subcriticality under normal conditions of storage and credible accident conditions. The accident conditions analyzed by the applicant include complete water flooding but (except for reference to the open-ended plastic covering of each assembly) do not address lesser moderation as from fire sprinkler operation. Although it is not likely that sprinkler operation would cause the storage array to attain criticality, in the absence of proof to the contrary it is recomended that the exemption be granted subject to the condition that use of water be excluded from the fuel storage room.
