Dear Senator Specter:
Thank you for your recent inquiry on behalf of Florence Thompson of Bloomsburg, Pennsylvania, wno expresses cencern about proposed amendments to the Comission's Rules of Practice,10 CFR Part 2.
The proposed changes, designed to expedite the hearing process for the licensing of nucl. ear power plants, are now under consideration by the Ccmmission.
Over 600 public coments were received on the draft proposals.
It is expected that Comission action, including significant modifications in the amendments as originally proposed, will be taken in the next several weeks.
The final changes will be published in Federal Register.

Lear Commissioners:
I am writing to urge that the proposed EC rule change curtailing the role played by the pu'elic in the plant licensing procedure not be adopted.
As a citizen who finda very little opoortunity even under the pre-sent rules to in any way affect the licensing outcome (it seems a foregone conclusion that any utility applying for a license will eventually get one), I am opposed to speeding up licensing at the expense of citizen input.
Twenty =five days is not sufficent for e
And if citizen / intervonors to determine the information needed.
the E0 le at all sincere in claiming that decisions can be changed by intervenors' contentions, then it is important that the commission supply relevant supporting data, and progect the intervenors' part in the proceedings by not allowing motions for disnissal of conten-tions to be made at any time.
Of ten, citizens feel powerless to in any way influence what happens to them.
I urge that citizen involvement be not even further cur =
tailed throu6h the adoption of the proposed rule change.
