Dear Mr. Phelps:
The Cleveland Electric Illuminating Company has applied to the U. S. f!uclear Regulatory Commission for an operating license for the Perry fluclear Power Plant, Units 1 and 2.
We are preparing an environmental impact statement as part of our operating license review. The EIS will include considerations of water quality and aquatic biological impacts, flRC staff is scheduled to visit the site on June 23, 1981 and to meet.with the applicant on June 24 (and 25 if necessary) to discuss the EIS review.
It is f!RC policy to defer.to the fiPDES Pemit system for specifying measures to protect the equatic environment, however, the EIS, will analyze and disclose the potential for impact.
In the interest of avoiding duplication of effort, and so that flPC can be fully informed of state-recognized problems, we would like to discuss reviews and findings of your agency relative to potential aquatic impacts at Perry. To accomplish this, I would 'like to invite the participation of.your staff, and especially 316 coordinator Joseph Reidy, during the site visit and subsequent discussions. Mr..Reidy has been most helpful to flRC in other nuclear plant environmental reviews, and his advice on the Perry case would be appreciated, again.
