7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-346 THE TOLEDO EDISON COMPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE i
The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 39 to Facility Operating License No. NPF-3, issued to The Toledo Ediscn Comp 6ny and The Cleveland Electric Illuminating Company (the licensees), which revised Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility) located in Ottawa County, Ohio. The amendment is effective as of its date of issuance.
The amendment modifies the surveillance requirements for the Intermediate Range fleutron Flux and Rate Instrunertg$ ion in that a Channel Functional Test is not reautrod at reactor startup if performed within the previous seven days.
The change mal;es the surveillance requirement at startun consistent with that of the Source Range Instrumentation. The change is consistent with current NRC standard requirements for Intermediate Range Instrumentation 'for all pressurized water reactors.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior 81061500D0

not involve a significant hn ards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
