The transcript has been reviewed and edite-ially corrected as necessary. The disposition of each action item has been eviewed by the Cold Shutdown Design Review Board and the Board's comments have been incorporated.

Further analyses called for in the disposition of the action items will be completed in accordance with project procedures. The Board has thus determined that all outstanding concerns have been adequately addressed.

Consumers Power Company will continue to follow the remaining detailed design and analyses associated with the cold shutdown capability of the plant and will conduct the associated checkout, preoperational testing and startup testing. Any scope changes resulting from this further effort will be evaluated and implemented as necessary in the context of our scope change control program.

If your staff has any questions which were not dealt with satisfactorily by the Review Board, we believe such questions should be raised promptly so that this subject can be closed out completely. Consistent with our understanding of such reviews, we hope that our efforts lead to early SER sections on the subject material.
