SECY-81-276 - PETITIONS FOR STAY OF THE URANIUM MILL LICENSING REQUIREMENTS The Comission, by a vote of 4-0, approved a Memorandum and Order denying the requests for a stay by New Mexico and the operators of three uranium mills.

II. SECY-81-270 - CONFORMING CHANGE TO EMERGENCY PLANNING RULE The Comission, by a vote of 4-0, accroved a conforminc change to the emergency planning rule, 10 CFR 50.54(5).
