AFFIDAVIT OF CARL L. LARSEN I, Carl L. Larsen, of lawful age, being first duly sworn, do state as follows:
' am employed by Consumers Power Company as a senior engineer in the Plant Modifications and Miscellaneous Projects Department.
I have overall responsibility within the Company for technical, cost, and schedule aspects of the proposed spent fuel pool expansion at the Big Rock Point Plant.
This affidavit addresses the consequences to Consumers Power Company should further delay occur in L.a licensing proceedings.
The present spent fuel storage capacity at big Rock Point will permit storage of 193 spent fuel assemblies, of which 108 are presently occupied with stored spent fuel. The remaining unoccupied storage locations will permit the discharge of a complete core (full-core offload of 84 fuel assemblies) with one location remaining vacant.
The capsSility to retain full-core offload capacity in the spent fuel pool is a policy established by Consumers Power Company to maintain the 3:eatest degree of flexibility with respect to the operation and maintenance of the Plant.
Certain circumstances may occur, such as planned or unplanned inservice inspec-tions of the reactor vessel and components, or repairs to the reactor vessel or 8106110 3Sl
2 components. that could not be undertaken until the reactor core had been dis-charge.1 into the spent fuel pool. The lack of sufficient capacity to discharge the full core, while not a reactor safety problem, would result in a substantially extended plant outage until sufficient capacity was provided.
Due to delays from the licensing process, Consumers Power Company has revised its original plan for procurement of fuel racks, which was not to re-lease the selected fabricator to manufacture the racks until the license amend-ment authorization had been received (see prehearing conference transcript, pp 222-223).
Because of its desire to maintain full-core offload capacity, the Company has decided to procure the spent fuel racks as soon as possible, in parallel with licensing activities, and to accept the additional financial risks of doing These additional financial risks involve both the invest =en?. in the spent so.
fuel racks, which ctight be lost should a license amendment not be Jranted, and the financial burden in ter=s of additional power costs should an outage requiring i
full-core offload occur.
The present February 1982 date for the start of the next refueling out-age for Big Rock Point is expected to be moved back to coincide with the USNRC i
f TMI modifications implementation date of January 1, 1982. The typical scheduled doration for a 31g Rock Point refueling outage is approximately 60 days. There-i fore, assuming the TMI modifications could be implemented within the normal re-i l
fueling outage duration, and allowing two weeks for installation of at least one new spent fuel rack prior to startup, the license a=end=ent authorizin: expansion of spent fuel pool capacity would be required on or before mid-February 1982 in order to =aintain full-core offload capability. Should the license amendment authorization be recaived after this point in time, Consumers Power Company will be forced to accept the additional financial risk of operating without full-core

power that would be required to replace it, for the period an outage involving offload of the core would be extended due to the lack of the additional spent fuel storage capacity.
