Dear Mr. Romano:

This will confinn the telephone conversation of Don Calkins with your secretary on June 1.

We will meet with you on June 18,1981, at 1:00p.m.

in Conference Room P-114 at 7920 Norfolk Avenue, Bethesda, Maryland.

The agenda will include discussions of potential effects of quarry blasting on green concrete, cured concrete and geologic faults.

If you have additional items that you wish to include on the agenda, please inform Don Calkins (301) 492-8432, well in advance of the meeting date.

We would like to call your attention to a study in the literature which deals directly with the effects of blasting vibrations on green concrete.

The reference is " Blasting Vibration Limits on Freshly Placed (Green)

Concrete" which was prepared by Allen J. Hulshizer and Ashok J. Desai of United Engineers and Constructors, Inc., for the ASCE 1980 Annual Con-vention and Exposition. A copy of this reference is enclosed for your use.

The study included experiments with walls and oeams as well as small specimens. The test was conducted at a range of vibration levels much in excess of those measured at the Linerick Site from quarry blasts. As is stated, Item 3, Page 11. "Although the test progrant was aimed at finding a " critical" vibration intensity for green concrete, no vibration level was ever reached that could be associated with ultimate damage to the concrete tested."

We hope you will be above to study this reference before our meeting.

We plan during our discussions to refer to four other documents, three of which were sent you in our letter of October 9,1980.

It will expedite our meeting if you can review these documents. They are enclosed and include the following:
