Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 I. TECHNICAL SPECIFICATION CHANGE REQUEST NO. 104 The Licensee requests that the attached page replace page 4-12 of the existing Technical Specifications.

II. REASON FOR CHANGE REQUEST As a result of the accident at THI-2 and thereby the elimination of THa-2 as the host reactor for the TMI-1 surveillance capsules, Met-Ed submitted TSCR No. 91 on April 11, 1980 (modified on 10/17/80) requesting Crystal River Unit 3 (CR-3) be designar2d the host reactor. Subsequently, on July 9, 1980 Met-Ed requested an exemption to the requirements of 10CFR 50, Appendix H. At the time that TSCR No. 91 was submitted, CR-3 was operating at a Cumulative Reactor Utilization Factor (CRUF) of ~ pproximately a

55%.

On January 22, 1981, TMI-1 received Amendment No. 60 to the TMI-l Technical Specifications which required submission of a Special Report whenever CR-3 failed to maintain a CRUF of at least 65%. At the present time, CR-3 is operating at a CRUF of 59% necessitating a special report despite a capacity factor of approximately 90% since the beginning of Cycle 3 on September 10, 1980. Currently, there are nc, extended shutdowns scheduled for the next 6 months for CR-3.

l III. SAFETY EVALUATION JUSTIFYING CHANGE This change does not constitute an unreviewed safety question in that this change redefines the cumulative reactor utilization factor for surveillance capsule (TMI-1C).

, IV. AMENDMENT CLASSIFICATION l This change is administrative in nature and involves no environmental or safety issue. Therefore, it is a Class II License Amendment ($1200.00).

V. IMPLEMENTATION PERIOD i

l The Technical Specification Change is to be effective immediately upon f receipt.
