I.
SECY-81-284 - REQUEST FOR HEARING (IN THE MATTER OF CONSUMERS POWER CO. )
The Commission, by a vote of 3-1, Commissioner Bradford dissenting, approved a Request for Hearing Order in the matter of Consumers Power Company.
Commissioner Bradford would have preferre( to deny the petition without further proceedings.

SECY-81-291 - APPROVAL UNDER SECTION 145b OF THE ATOMIC ENERGY ACT bF 1954, AS AMENDED, TO GRANT ACCESS TO RESTRICTED DATA AND OTHER NRC CLASSIFIED INFOhi'.ATION TO DESIGNATED MEMBERS OF CONGRESS (NO INVESTIGATION 4'O BE CONDUCTED)
The Commission, by a vote of 4-0, pursuant to Section l
145b and 161n of the Atomic Energy Act of 1954, as amended, has determined that it is clearly consistent with the National interest, to grant access to Restricted Data or other NT.C classified information (i.e., Q Access Authorization) to members of the subcommittees listed in the SECY paper and delegates to the EDO or the Deputy EDO authority to grant Q Access Authorization to any members of those subcommittees who request such access for as long as they serve as members of those subcommittees.

2 III. SECY-81-298 - RESPONSE TO MADDEN FOIA APPEAL (FOIA-81-A-SC)
The Commission, by a vote of 4-0, approved withholding of portions of one Commission-level document and 15 other documents under Exemption 5, which were requested by Thomas J. Madden.
While concurring in the action, Commissioner Ahearne (referring to the release of budgetary information in the one Commission-level document) stated:
"I still believe budget items should not be release 1."
