Fermi-2 Containment Long Term Program - Plant Unique Analysis Schedule.
In you letter on June 1,1981 (ref erence 2) you requested that the Long Term Program Plant Unique Analysis (LTP-PUA) for the Fermi-2 Containment be submitted by May 1,1982.
Included in the attachments to the June 1, letter were the NRC's genera' comments about Edison's approach to the resolution of the Mark I Containzent issue and several specific questions about the Interim Plant Unique Analysis (PUA) for the Fermi-2 Containment along with Edison's February 26, 1981 letter (ref erence 3) stating the planned Fermi-2 PUA csmpletion schedule.
The Edison approach for the resolution of the Mark I Containment issue has provided an early and prompt reassessment of-the Fermi-2 containment design for the suppression pool hydrodymanic loading conditions. Edison has proceeded at risk to install the extensive modifications that were anticipated to be required to meet the LTP acceptance criteria. Attach-ment #1 to this letter identifies the Fermi-2 containmr:.t modification status. R. L. Tedesco P;go 2 Juna 8,1981 and assessments that have been conducted since the submittal of the Interim-PUA. Accordingly Edison believes that it has addressed NUREG - 0661. That is, the Fermi-2 Containment Modification Program has sought to restore the original intended margin of safety in the containment design.
As identified in our February 26, 1981 letter, the LTP-PUA for Fermi-2 containment and the plant unique saf ety relief velve clearing tests must still be completed to establish final conformance to the accept-ance criteria in Appendix A of NUREG - 0661. The LTP-PUA activities have been proceeding since initiation of NUREG - 0661.
At this time, Edison is preseading with a maximum effort to weet the NRC requested May 1,1982 ofanittal date for the LTP-PUA.
Every rea-sonable effort will be made to achieve this submittal date.
As expressed by the Mark I Owners during the May 22, 1981 NRC and Mark I Owners Group meeting, the Architect / Engineers have encountered some difficulties in transferring the techniques developed in the Mark I LTP to the PUA's.
Some of the problems described during the May 22, 1981 meeting, may also prove to be relevant to the Fermi-2 LTP-PUA effort. When the extent of such developsents have been quantified, and their relative saf ety significance establised, the staff will be advised as soon as practical by letter.
The responses to your several specific questions concerning the Interim-PUA and our February 26, 1981 letter were attached to our June 2,1981 letter (ref.erence 51 If you have any questions, regarding the information presented herein, please direct them to this efiice.
