Dear Mr. Youngblood:
This letter authorizes William F. Colbert to commit the Detroit Edison Company on licensing issues concerning the Enrico Fermi 2 Nuclear Power Project. This authorization is being provided in order to meet the NRC's request for short turn-around times on certain issues.
In those cases where immediate turn-around time is not necessary, regular corporate procedures will be followed and commitments will be.:igned by me.
