Dear Mr. Keimig:
This is in response.to the above referenced letter in which you reported one item of noncompliance which was determined during your inspector's visit to our facility on February 10-13, 1981.
Appendix A License Condition 9 incorporates Section 19.2 " Interaction Analysis" of the approved license application Page VIX-4 Revision 0, dated March 22, 1979 which requires in part, that all Safe Individual Units (SIUs) must have a separation of at least one foot, edge to edge. Table 19.2, Page XIX-5 Revision 1, dated July 16, 1979 states that only co-planar slabs specified in Table 19.1 require no additional spacing.
Contrary to the above, boats filled with fuel pellets located on tables and transfer carts in the area of the sintering furnace were not co-planar and were not separated by at least one foot, edge to. edge in that the surfaces of the tables and the transfer carts were adjacent to the tables.
In addition, a loaded transfer cart was adjacent to the loaded pellet surface grinder, each controlled by slab geometry, and the surface of the transfer cart was about 10 inches lower than the operating surface of the surface grinder feed bowl. Also, a mass limited waste drum was within two inches of the slab limited " Window Storage Area" in the rod assembly room and thus two SIUs were not separated by at least one foot, edge to edge.
Response
The above noted infractions were immediately corrected and the requirement to separate non-coplanar slabs by at least 1 foot edge to edge was stressed to all foremen in the pelletizing fae'lity. We are in full compliance at this time.

Further, to best utilize the remaining available space in the fuel manufacturing facility, it is desired to eliminate the spacing of non-coplanar slabs if a suf-ficient margin of nuclear criticality safety can be demonstrated. A parametric study of the reactivity of non-coplanar slabs at various vertical separations will be conducted to determine the maximum reactivity. An amendment application will then be submitted to the Uranium Fuels Licensing Branch for NRC review and approval.
In addition, it was requested in the above referenced inspection report, that we indicate the date when the emergency checklists will be further modified and in-corporated into the emergency procedures and the date by which the modified emer-gency procedures and the modified emergency response training based on these check-lists will be completed.
Response
The above noted emergency procedures, training, and checklists are being revised in conjunction with the Radiological Contingency Plan recently requested by an Order to Modify License SNM-1067. However, to maintain Combustion Engineering's commitment to emergency preparedness, these procedures and checklists will be com-pleted within 60 days of the date of this letter. Training, in accordance with the checklists and procedures,will be conducted upon their completion.
