Dear Mr. Kintner:

Reference:

Enrico Fermi Atomic Power Plant, Unit 2 NRC Docket No. 50-341

Subject:

End of fuel Cycle Operation - Partial Feedwater Heating This RSB (Savannah River) question requested analysis to justify operation with partial feedwater hating at end-of-cycle versus MCPR limitacion.

This item was discussed at the April 23, 1981 Detroit Edison /NRC meeting in Bethesda, Maryland. Detroit Edison declines to perform the analysis requested because of the large number of independent variables, their permutations and combinations, and the lack of actual plant operating data, which are necessary for a meaningful analysis.

Detroit Edison consnits to provide the required analysis and justifi-cation for NRC review prior to any planned operation of partial feed-water heating for end-of-cycle purpose, in actual plant operation, when a more precise scope of analysis may be performed.

Sincerely, f)/&
