Amendment No.31 License No. NPF-4 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules an.d regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that -the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.
2.
.Accordingly, the license is amended by replacing pages 4 through 11 with revised pages 4, 5 and 6 attached hereto and by renumbering page 12 to page 7.
3.
This license amendment is effective as of the date of issuance.

(1 ) Maximum Power Level The licensee is authorized to operate the North Anna Power Station, Unit No. 1, at reactor core power levels not in excess of 2775 megawatts (thermal ).
(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment:
No. 31
, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications.
(3) Additional Conditions The matters specified in the following conditions shall be completed to the satisfaction of the Commission within the stated time periods following the issuance of this amendment or within the operational restrictions indicated.
The removal of these conditions shall be made by an amendment to the license supported by a favorable evaluation by the Comnission-Virginia Electric and Power Company shall c.
not operate the reactor in operational modes 1 and 2 with less than three reactor coolant pumps in operation.
If Virginia Electric and Power Company plans e.
to remove or to make significant changes in the normal operation of equipment that controls the amount of radioactivity in ef fluents from the North Anna Station, the Comnission shall be notified in writing regardless of whether the change affects the amount of radioactivity in the effluents.

The Virginia Electric and Power Company shall modify or replace the presently installed Barton Models No. 763 and No.
764 Lot 1 Transmitters used in safety-related circuits inside containment with transmitters that have been demonstrated to provide a greater tolerance to harsh i
environments.
The modifications or replacement of these transmitters shc.ll be completed as soon as practicable but nit later than June 30, 1982.

The provisions of Specification 4.0.4 are not applicable to the performance of surveillance activities associated with diesel generator battery Technical Specification 4.8.1.1.3.d until the completion of the initial surveillance interval associated with that specifica-

The Virginia Electric and Power Company shall perfor.n a secondary water chemistry monitoring program to inhibit steam generator tube degradation.
This program shall include:
1.
Identification of a sampling 's"c'hedule for the critical parameters and control points for these parameters; 2.
Identification of the procedures used to quantify parameters that are critical to control points; 3.
Identification of process rampling points; 4.
Procedures for the recording and management of data; 5.
Procedures defining corrective actions for off control point chemistry conditions; and
4 6.
A precedure for identifying the authority responsible for the interpretation of the data and the sequence and timing of adminis-trative' events required to initiate corrective action.

Physical Protection The licensee shall fully implement and maintain in effect all provisions of the following Commission approved documents, including amendments and changes made pursuant to the authority

of 10 CFR 50.54(p). These approved documents consist of i
information withheld from public disclosure pursuant to 10 CFR 2.790(d):
i (1 ) " North Anna Power Station Security Plan", dated January 12, 1979.
(2) " North Anna Power Station Safeguards Contingency Plan", dated May 1,1980, submitted as a revised Chapter 8 to the Physical Security Plan, and submitted pursuant to 10 CFR 73.40.
The Contingency Plan shall be fully implemented, in accordance with 10 CFR 73.40(b), within 30 days of this approval by the Commission.
(3) " North Anna Power Station Guard Training and Qualification Plan", dated September 15, 1980.
This Plan shall be fully implemented in accordance with 10 CFR 73.55(b)(4), within 60 days of this approva! by the Commission. All security personnel shall be qualified within two years of this approval.
