Modifications to Maine Yankee Technical Specifications Concerning IWR Primary Coolant System Pressure Isolation Valve Surveillance

Dear Sir:

Pursuant to Section 50.59 of the Comission's Rules and Regulations, Maine Yankee Atmic Power Canpany hereby proposes the following modifications to Appendix A of the Operating License.

PFOIOSED CHANGE Reference is made to the Technical Specifications contained in Appendix A to Operating License No. DPR-36 issued to Maine Yankee Atmic Power Cmpany for the Maine Yankee plant. We propose to nodify current Technical Specifications as follows:

Replace pages 4.6-1 through 4.6-4 of Specification 4.6 with the attached revised pages 4.6-1 througn 4.6-4.

Replace page 3.19-1 of Specification 3.19 with the attached revised pages 3.19-1 and 3.19-2.

- As a result of analysis of-(Event V) Interfacing Systems LOCA described in WASH 1400, the IWC had determined that periodic surveillance of LPSI check valves is necessary in order to assure that two barriers between interfacing q

systems are maintained.

In Reference (b) Maine Yankee cmunitted to, among other things, installation of an additional check valve between the two existing check valves during the spring 1981 refueling outage and prior to returning to power following this refueling, inplementation of technical

- specifications to perform periodic surveillance to verify the integrity of the

. LPSI check valves. -In Reference (c) the USteC issued an order confirmingMaine t

Yankee's comunittment and, among other things, required Maine Yankee to obtain t

approval for these technical specifications prior to returning to power after the spring 1981 Cycle 6 refueling. Wis proposed change is, therefore, necessary in order. to fulfill Maine Yankee's consnittment.

reasons, Maine Yankee Atomic Power Conpany proposes this change as a Class III j

Amendnent. A payment of $4,000.00 is enclosed.

- In Reference (c), the NRC issued an order requiring Maine Yankee to obtain approval for this proposed chnge prior to returning to power following spring 1981 Cycle 6 refueling. Maine Yankee is scheduled to return to power on June I

- 19, 1981.

It is, therefore, important for the IDRC to expedite its review

- and approval of this proposed change in order to eliminate any unnecessary down time. Se changes described in this proposed change will be incorporated into the Maine Yankee Technical Specifications upon receipt of your approval.

1 01HER (DIGIDERATIONS Mair Yankee Technical Specification Proposed Change No. 80, affecting Specification 3.19, is currently awaiting approval. Additionally, Amendnent No. -59 to the Maine Yankee Technical Specifications provided tenporary relief fran one aspect of Specification 3.19.

We time period during which this temporary relief was applicable has passed and, therefore, there is no further need for Amendnent No. 59. Since both'of the above actions affect Specification 3.19, in addition to the change'being requested herein, we have

. taken the libe;ty of attaching m alternative Specification 3.19 which.

includes the affects of all thret.'of the aforementioned actions.
