Gentlemen:

Attached for your approval is a proposed change tc Table 3.3-11 of the ANO-2 Technical Specifications.

To meet the requirements of the ANO-2 Fire Protection SER a new fire detection system was developed for ANO-2. To implement this new system a number of existing smoke and heat detectors will have to be removed and replaced with new smoke detectors. The ANO-2 Penetration Rooms are areas where the existing heat detectors are proposed to be replaced with smoke detectors. The new fire detection system, which these penetration room smoke detectors will be a part of, will be a much more sensitive system than the old fire detection system and will detect fires in their early stages. When one out of four smoke detectors in the new system detects smoke, it will alarm in the control room and automatically actuate the water supply valves to the fusible head sprinkler system.

The sprinkler system will then spray automatically once the fusible heads reach their design temperature. With the old system, the water l supply valves were actuated by one out of four heat detectors and would not operate until sufficient heat was generated. The alarm to the control room for the old system was actuated by one out of two smoke detectors. Changing the actuation of the water supply valves to smoke detectors from heat detectors will result in a system which can more rapidly respond to fires.

The new fire detection system, which is required by our SER commitment to be operable prior to startup following c 'r current refueling outage, must be functionally tested prior to declaring it operable. This func-tional testing is scheduled to begin immediately. The new fire detec-tion system will actuate the sprinkler system supply valves on smoke detector activation in.tead of heat detector activation. reason, once the system is changed over, the heat dr.tectors will no longer be used and cannot be temporarily hooked into the new system without degrading the new systems overall performance. Based on our immediate need to begin functional testing, we request your review and approval of the proposed Technical Specification as expeditiously as possible.
