Dear Mr. Flora:
i' Your May 18,1981 1 Glr to me requested identification of a reference that enu-merates positioni; taken by the Quality Assurance Branch (QAB) with respect to inter-pretation of quaTity assurance requirements, in addition to those expressed in Regu latory Guides. Your letter also made reference to Quality Assurance Organization Policy / Procedure No. 30 that you say presents interpretations of quality assurance requirements.
I believe the reference you have requested is those internal temporary interpreta-tions used within the QAB to assist reviewers in the processing of construction per-s mit and operating license applications.
These QAB interpretations, for the most part, have been incorporated into subsequent Regulatory Guide / ANSI Standard revi-sions or the latest NRC approved Standard Review Plan, Rev.1 (Sections 17.1 and 17.2) a copy of which is enclosed for your use.
Please be advised that we are pre--
sently in the process of fannulating Revision 2 to these Standard Review Plan sec-tions to incorporate modified quality assurance requirements that resulted primari-ly from the Three Mile Island Task Action Plan.
individual applicants, on occasion, elect to take exception to various positions given in the quality assurance Regulatory Guides / ANSI Standards listed in subsec-tion V of Sections 17.1 and 17.2 of the Standard Review Plan.
Upon doing so, the applicant must provide sufficient description of an alternative for QA8 evaluation. '
Acceptable alternatives are listed in the individual applications that are part of the public record available in the Public Document Room,1717 H Street, Washington, D.C.
