Dear Mr. Denton:
This letter provides Commonwealth Edison's response to the request contained in Reference (a).
The Westinghouse Owners Group, of which Commonwealth Edison is a member, has committed to a program to address potential reactor vessel integrity concerns as. identified in NRC Generic Letter 81-19.
That commitment, and the description of the program, are contained in letter 06-58 dated May 14, 1981, from Robert W.
Jorgensen, Chairman, Westinghouse Owners Group to 0. G. Eisenhut, Director, Division of Licensing, USNRC.
Additionally, as described in the May 14 letter, all Westinghouse plants, includ'.ng Zion, have been shown to safely sustain severe thermal shock transients, incluaing repressurization, to beyona January, 1982 at a minimum.
Based upon that analysis, we conclude that no immediate actions are required of Commonwealth Edison.
The Westinghouse Owners Group Program to be completed in December, 1981 will identify, for all operating plants as identified in the May 14 Report, if future additional plant specific analyses and/or remedial action may be required and will provide the time in plant life when these accitional actions may be needed.
Based on the results of the program, as will be provided to the NRC at the ena of 1981, Commonwealth Edison will provide aaditional detail incluaing a schedule for reanalyses and/or remecial action if required, and the basis for the schedule.
