Dear Mr. Eisenhut:
In response to your letter dated April 10, 1981 titled " Safety Concerns Associated with Pipe Breaks in the BWR Scram System," w have reviewed the AECD report, NUREG-0785, of the same title. Your letter requested that w provide a generic evaluation of the applicability of the sequence of events in the AECD repcrt, of the applicability of the indicated safety concerns and findings, and of the reccmnEL@ticos listed in the report. 'Ihe Huntoldt Bay Power Plant Boiling Water Beactor (BWR) is a p2.Mmmr ma the product line BWR's referred to in the report. Due to its size and the unicueness of its design significant differences exist between the Hunboldt Bey plant and other BWR's. Therefore w are unable to provide the generic evaluaticos you requer'ed.
l Your letter also requested that we provide an evaluaticn of the applimhility of this report to our facility. As you are no doubt aware, PGandE has advised the Atcmic Safety and Licensing Board that due to the uncertainty of NBC backfit policy PGandE is at this time unable to make an infoned determination of the future status cf the Humboldt facility.
