Recently Approved Duquesne Light Company Organizational Changes and Licensee Actions in Response to the 1980 Systematic Assessment of Licensee Perfomance (SALP)
SUMMARY
OF MEETING WITH DUQUESNE LIGHT COMPANY ON APRIL 3, 1981 On April 3, 1981, the President of Duquesne Light Company (DLC) and the Vice Pres-ident, Nuclear Division, met with the NRC Region I staff at King of Prussia, Penn-sylvania, at DLC's request, to discuss the status of and plans for the recently i
approved corporate reorganization; the status of and plans for other licensee actions taken in response to the 1980 SALP findings; and, the status of licensee comitments made during Region I Management Meeting No. 50-334/81-09, on March 19, 1981. The attendance list is attached as Appendix A to this Sumary.
The licensee representatives pres?nted the new organization which established a Nuclear Division within DLC. This organization, approved by the DLC Board of Directors on March 24, 1981, is discussed in the DLC response letter, dated April 2,1981 (attached as Appendix B to this Sumary), to Region I Management' Meeting Report No. 50-334/81-09. This letter was provided to the Region I staff
,at this meeting. The President, DLC, stated that the new organization is intended to be responsive to the areas of concern identified by the 1980 SALP and the cur-rent NRC and industry standards for nuclear utility organizations, e.g.', NUREG i
0731. The Nuclear Division will consist of four basic departments (see Figure A, i
Appendix 8), each having Managers reporting directly to the Vice President, Nuclear.
New and; existing functional groups will be assigned progressively to each of the Managers. Thc detailed organization of each department was briefly discussed.
The licensee presented the plans and schedule for the transition to the new organi-zation and the status of personnel meruiting efforts.. The licensee estimates that, following appointment of department Managers (about May 1,1981) and pre paration or revision of administrative procedures, the interim or transition organization will be in operation by July 1,1981.
Progressive transfer of individual func-tional groups from the existing to the new organization,and acquisition of addi-tional personnel will continue through CY.1981.
The licensee noted that the establishment of the Nuclear Engineering Department appears to be the most complex aspect of the transition, requiring the transfer of engineering and contractor management functions from the existing DLC Engineer-ing and Construction Division to the new department.
Based on the number and magnitude of engineering tasks and interfaces involved, the licensee represen-tatives estimated that complete transition of this function will take a year, not being completed until after the Spring 1982 refueling outage.

2 The DLC representatives stated that, although recruitment of personnel to support the staffing increases required by the new organization was proceeding, they anti-cipated difficulty in obtaining the large number of qualified candidates needed.
t Accordingly, the licensee anticipates a need to obtain NRC approval for limited exceptions to NRC qualification standards (e.g., ANSI N81.1, N45.2.6). The licen-see representatives further noted that the company will strive to competitively attract and retain sufficient numbers of properly qualified, experienced personnel to support the new organization.
Region I management acknowledged the licensee's presentation and stated that the progress of the reorganization would be reviewed closely. The plans for DLC sub-mittal of Technical Specification changes covering the new organization were dis-cussed; DLC intends to submit the TS change request during the week of April 6, 1981.
The status and plans for other licensee actions taken in response to the 1980 SALP findings and Region I Management Meeting No. 50-334/81-09 were discussed with respect to the information provided in Appendix B, attached hereto. The licensee stated that the new piitions discussed in items 1-6 of Appendix B, Page 2, are fully approved and are in the administrative processes of assign-ment and hiring. The sixteen additional Start-Up Operators (Auxiliary Opera-tors) discuss 2d in item 7 are already on the plant staff.
The licensee actions for improvement of physical security perfonnance (Appendix B, Page 3) were discussed with respect to the availability of sufficient DLC personnel to support procedure review and revision while providing adequate control of security contractor operations.
The licensee stated that additional personnel support will be made available to the DLC station security staff from the DLC corporate staff. The new organization'also includes provisions for on-shift DLC security coordinators. The DLC representatives stated that the need for these additional positions continued to be under evaluation and that the positions may not be established. The Region I staff noted that additional long term support for the station security supervisor appeared warranted based l
on the existing and planned workloads.
l The licensee is implementing a management information system to ensure that programmatic, procedural and/or equipment deficiencies identified during plant operations are brought to the attention of senior management (Appendix B, Page 3). This action is ti en in response to concerns identified during Region I Management Meeting No. 50-334/81-09. The Vice President, Nuclear, stated that the system will ensure that all significant or potentially significant defi-I ciencies, irregularities, or anomalous conditions will be identified and followed through to completion of corrective and preventive actions, including escalation to progressively higher levels of management, as necessary. The procedures for Operating Supervisor daily review of plant logs were reported to be in prepara-tion at the time of this meeting. The new organization includes operations, maintenance, and instrument support groups which will be responsible for per-fonning this assessment function. The licensee stated that these groups will be established during CY 1981.

3 The Region I staff acknowledged the infonnation presented by the licensee repre-sentatives and provided in Appendix B and informed the licensee that the iciple-mentation of the actions discussed would be the subject of future inspections.
