,g CMCIEEAI21 OF PENNSYLVANIA'S SDTION FOR E:CIENSION OF TI!E TO FILE FROPOSED FIIDINGS OF FACI AND CONCIISIONS OF IJN ON FLAITE DESIGN RO FCDIFICATION ISSUES The Cua.uaealth intended to file proposed findings of fact ard conclusicns of law on selected plant design and modification issues according to the June 1, 1981 schedule adcpted by the Board. Noting, however, that the Board and parties will be in Harrisburg for a hearing session en June 4,1981, the Cuu.usealth requests pe:::iscion to serve proposed findings and conclusicns by hand on June 4, 1981. 916 serrice cy mail on June 1, the pades and the. Board uculd receive the documents.
at best, on June 3.
The delay, therefore, stuld be insignificant or nonexistent.
The Cu.u.u.malth further recuests an extension until June 15, 1981, to file proposed findings of fact and conclusions of law on the re:nining plant design and undification issues on which the record has been closed.l The reascns for this request are stated below.
1.
The record en cany plant design issues did not close until May 14, 1931. The Cu.uaaealth notes that the nor=al practice is 1.
In the Cocmniealth's view, the record has not been closed on y[
envirerr. ental qmH #icaticns and valve testing issues. No prcpesed findings and cenclusions will be filed until the record is closed an these issues.

- .s to file proposed findings and conclusions 30 days 'after the record is closed.
CIhe enmraealth raalhes' that these dates =ay be extended or reduced by the presiding officer. 10 C.F.R. ' $2. 711.)
2.
'Ihe Comoraalth e:gects to receive the transdpt from the May 13 and 14 hearing sessien on May 21 or 22.~
3.
'Ihere were only tw weeks between the deadline for filing proposed findings ard conclusions on manage::ent issues and the daad1Ne for plant design and modification issues. 'Ihe same C-=1 h personnel t
-(Mr. Dornsife and myself) are responsible for both of these areas.
4.
A considerable amount of time in early May was needed to prepare for the hearings en the various SER Supplements. 'Ihe need for preparaticn on these issues at such a late date was due to no action or omission by the Coccomealth. Sene of the material ir. these documents alters the Cu.uaaealth's positions.
5.
Mr. Dornsife's assistance is essential to the preparation of the Cecrirsiealth's proposed findings and conclusions en plant design issues, as it was for managecent issues. A censiderable amount of Mr.
Dornsife's time is currently ~ cupied by precaration for the June 2,1981 exercise at ' M -1.
Mr. Dornsife participated in ce drills during the secced week of May, and a full-day training sessicn en May 21. Additional drills are anticipated during the week of May 25.
'Ibe Comomealth has t. den great pains not to cause any unnecessary delay in this proceeding, and regrets having to request this extensten.
Ecwever, due to the heavy werkload en the Board and the parties, de Carmeealth does not believe that the requested extensicns will result in any significant delay in the issuance of the initial decisien.
1 For the above-stated reasons, the Cocmorwealth requests that
.the proposed extensions.be granted.
_ Respectfully sutxcitted, l
