AFFIDAVIT The undersigned, PHILIP D. BLOCK III, being duly sworn upon his oath, deposes and says:

1. That_he is a Vice President of Inland Steel Company and as such is authorized to make this affidavit for and on behalf of Inland Steel Company.
2. That the Inland Steel Company is a Delaware corpora-tion with its general offices in C1.icago, Illinois and is engaged in the business of producing steel and related products.
3. That it owns and operates a fully integrated steel mill located in East Chicago, Indiana (known as the Indiana '

Harbor Works) which represents all of its steel producing capability.

4. That in the process of producing Oteel at the Indiana Harbor Works, Inland Steel Company purchases large quantities of electrical energy from Northern Indiana Public Service Company (NIPSCO) .
5. That from time to time Inland Steel Company furnishes 4 information to NIPSCO regarding the future production plans for and plant additions to the Indiana Harbor Works in order to aid and assist NIPSCO in determining future electrical demands on the NIPSCO system.
6. That information regarding Inland Steel Company's future plans given to NIPSCO is not announced to the public, is considered confidential by Inland Steel Company and is given to NIPSCO in confidence.
7. That to our knowledge NIPSCO has always honored the confidential treatment of such information.
8. That disclosure to our competitors in the steel industry of the information furnished to NIPSCO could place Inland Steel Company at an economic disadvantage among its competitors and for that reason Inland Steel Company protects such ~information from puolic disclosure and has provided such information to NIPSCO with the understanding that NIPSCO will prevent its public disclosure.
