Gentlemen:

We have reviewed IE Bulletin 81-02, " Failure of Gate Type Valves to Close Against Differential Pressure," as well as several Westinghouse letters concerning this subject. An investigation was performed and it was deter-mined that tuo (2) Westinghouse valves of the types identified in the Bulletin have been installed as replacements in,Beavet Valley Unit 1.

No Borg-Warner nor Anchor Darling valves of the types identified are installed at Unit.1 nor are any of the valve types mentioned in the Bulletin being maintained as spares at Unit 1.

The two (2) installed valves are Westinghouse Model 3GM88FN valves which are installed in t! e Safety Injection System and serve as the Boron Injection Tank (BIT) inlet isolation valves MOV-SI-867A and 867B. These valves are closed during normal operation and are used to isolate the BIT from the Charging and Volume Control System.

Although these valves are installed in the plant, they are not considered to pose a safety related operational problem as their function is to open upon initiation of safety injection. The valves are not required to close until after long-term safety injection is initiated.

It should be noted that the failure of these valves to close will not affect the long-term safety injection mode.

Failure of the valves to fully close after a safety injection would result in dilution of the boron concentration in the BIT and an increase in level in the Boron Injection Surge Tank. This dilution at Safety Injection termination would cause an operational inconvenienca but would not result in an incident with's'afety significance.

These valves may be required to close agcinst the High Head Charging Pump pressure (approximately 2500 psi). During l

recovery from an inadvertent safety injection, howev2r, the full differential pressure is not experienced and therefore the valve will not exhibit a torque requirement beyond the capability of the motor operator.

Page '2-The valve vendor. performed a preservice functional: test on each of these valves which demonstrated that the valves met the operational acceptance criteria with an applied differential pressure of 3000 paid (on opening) and 2900 paid. (on closing) at both full voltage and 80 percent voltage applied to

the motor operator. These valves successfully met the acceptance criteria for both closing and opening and have performed satisfactorily throughout their.*

service history.-

Based on our evaluation, no unreviewed safety questions result.from the

~ installation of.the two - (2) BIT isolation valves as failure of the valves to completely close will not affect any existing safety function. :Since the safety of the plant has not been compromised by these valves, we do not intend to modify these valves.

Our estimate of the manpower expended in conducting the review and preparing this response is 60 manhours.

Since no corrective action will-be required as a' result of this Bulletin, no additional manpower will be.-

required for corrective action.
