Dear Brian:

You requested an ampliff.c.ition to my May 15, 1981 letter regarding the State and local plans relating to Three Mile Is1rnd. As I am sure you are aware, I cannot address the level of preparedness until the P ans have been reviewed in context with the upcoming exercise.

As to the plans themselves, we note that extensive improvements have been made when compared to those plans which existed prior to the Three Mile Island accident. We find that the State plan is generally adequate in response :o the criteria established in NUREG-0654/ FEMA-REP-1, Revision 1.

The county and municipal plans generally have more deficiancies which need correction as outlined in the enclosure to my May 15 letter. At this time, I cannot judge the significance of these deficiencies with regard to the overall level of preparedness. Improve-ments are also needed in State / local coordination for public information.

We believe that the faculties identified in the plans are generally adequate, however, there are come equipment shortfalls.

The level of accident assessment called for in the plans is acceptable. Protective respor.se activities, however, need additional definition.

In sununary, we are encouraged by the level of planning reflected at the State and local levels and anticipate that the items identified by FEMA to the State authorities requiring correction will be implemented.
