o 1.0 INTRCDUCTION The Limerick Project uses Gould - ITE 480 volt switengear air circuit breakers on both safety and non-safety related systems.

During startup testing on the San Onofre nuclear project, it was discovered that the trip coil wire of Gould - ITE 480 V K-line circuit breakers was routed so that the insulation of the wire was worn away by a nearby gear. This condition resulted in a grounded circuit. A report was submitted by San Cnofre to the USNRC, Region V on January 12, 1981.

In compliance eith 10CFR50 55(e), this Final Report is issued for the Limerick Generating Station to describe the same deficiency, analyze the safety implementations, and describe the action taken to correct it.

This significant deficiency was reported via telecon from H. R. Walters to E. 3. McCabe, USNRC, Region I on May 1,1981.

2.0 DESCRIPIION OF PRC3LE4 Upon receiving notification that a pot,ential significant deficiency existed on the Limerick Project, Bechtel Power Corp. performed a sample inspection on k cf Limerick's 40 Class lE Geuld - ITE 480 V circuit breakers, none of which have yet been installed. Three of these four k-line circuit breakers were found to have one or both of the trip coil wires reated near, on, or through the gear teeth of the circuit breaker racking mechanism. The trip coil wires, designated as Numbers 63 and 68 eventually could be severed by the gear.

30 ANALYSIS OF SAFETY IMPLICATIONS Loss of the trip coil circuit.would prevent a trip function which could affect safe operation of the plant when it is necessary to automatically or manually discennect the circuit l

breaker.

4.0 CORRECTIVE AC* ION TAKEN The manufacturer has been notified of the deficiency, and has agreed to correct the deficiency, where necessary, on all K-line circuit breakers furnished to the Li=erick Project. The manu-facturer intends to tie wrap the wires away from the gears and expects to complete the work by June 30, 1981.

50 CONCLUSICNS The corrective actions to be taken will correct the viring deficiency.

No further action is planned.
