Attention: Mr. Darrell G. Eisenhut, Director Division of Licensing Gentlemen:

DOCKET NOS. 50-266 AND 50-301 THERMAL SHOCK TO REACTOR PRESSURE VESSELS POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 The Westinghouse Owners' Group, of which Wisconsin Electric Power Company is a member, has committed to a program to address potential reactor vessel integrity concerns as identified in the NRC Generic letter 81-19, "Thennal Shock to Reactor Pressure Vessels". That commitment, and the i

description of the program, are contained ia letter 0G-58 dated May 14, 1981 from Mr. Robert W. Jurgensen, Chairman, Westinghouse Owners' Group to Mr. Eisenhut. As described in that letter, all Westinghouse plants, including the Point Beach Nuclear Plant Units 1 and 2, have been shown to safely sustain severe thermal shock transteats, including repressurization, to beyond January 1983 at a minimum.

The Westinghouse Owners' Group program, to be completed in December 1981, will identify, for all operating plants as identified in the May 14 report, if future additional plant specific analyses and/or remedial action may be required. The report will also provide the time in plant life when j

these additional actions may be needed. Based on the results of the program, which will be provided to the NRC at the end of 1981, Wisconsin Electric l

Power Company will provide additional details including a schedule for reanalysis and/or remedial action if required, and the bases for same.

Very truly yours, v/
