OF MAY 8,1981 MEETING ON MIDLAND SOILS DEFICIENCES On May 8,1981 management personnel from Consumers Power Company and the NRC met to discuss certain imediate schedular and administrative aspects of the problems associated with the inadequately compacted backfill at the Midland site. Meeting attendees are listed by Enclosure 1.

udzik of Consumers sim:marized the results of meetings of the previous three days with the NRC technical staff and consultant regarding the soils settlement matter. This included changes in the remedial concepts proposed by the Service Water Structure (from piles to a Bin Wall concept), the Borated Water Storage Tank (the addition of an adjacent ring foundation), and the Auxiliary Building (from caissons to s concrets pier concept). Numerous underground pipes are calculated to exceed current code stress limits with present profiled measurements and revised criteria and additional profiling are planned.
Vice-President Cook emphasized that drilling and installation of 20 backup inter-ceptor wells along with the Circulating Water Intake and Service Water Pump Structures needs to begin now to provide for construction dewatering for the bin wall underpinning of the Service Water Structure. These will eventually become part of the Permanent Dewatering System. This need is further described in Mr. Cook's letter of April 3,1981. Mr. Tedesco's telecon summary dated Aoril 10 1981 identified several conditions needed for staff concerrence on proceeding with permanent plant dewatering, for which two remain unresolved after Mr. Cook's reply of April 24, 1981 Regarding the unresolved condition that the installation activities of the underground portions of the wells be Q-listed, Mr. Cook sug-gested that the presence of the Corps of Engineers or the staff in the field be considered to expedite this resolution. Regarding the other unresolved condition, Consumers believe that a commitment to a 5 micron filter capable of detecting silt can be provided in the near future to resolve this condition.
Mr. Cook described this remedial action for the concrete ring foundation of the Borated Water Storage Tank (BWST) which cracked during proof testing.
Remediation consists of adding an adjacent outer ring of reinforced concrete attached by dowels.
Consumersviews the deficiency as a structural design problem resulting from the failure to recognize the differential stiffness and differential loadings associated with t'. ring foundation and integral val e pit foundation. The staff noted 8 7 nanu 717

that assessment of the remedial actions is soils dependents. Consumers also proposes to preload the valve pit of the BWST to induce settlement and relieve e
stress at the valve pit-ring foundation interface. Mr. Cook requested staff concurrence on preceding with preloading even though he does not believe this t
problem is soils related, nor relevant to the instant hearing, nor subject to the agreement not to oroceed with soils related remedial actions without staff concurrence. The injection piping will be disconnected during preloading. The staff requires additional information regarding monitoring aspects of the pre-load program, including details for the fill and drain lines, to assess the preload pl an s.
The staff's position regarding the seismic response spectra provided at the Prehearinq - Conference of April 27, 1981, was reviewed. Mr. Cook advised that five advanced copies of Part II of the report on the site specific response spectra applicable for the top of the fill material was being forwarded by express mail. The seismic margin check nceded to support the OL review will be the subject of a let'.er to be forwarded shortly by the applicant. Mr. Cook requested followup meetings on the seismic margin letter about three weeks after its receipt.
Consumers also requested staff feedback with respect to Bechtel's proposals and views regarding the significance of cracks in structures which was discussed during the structural design audit of April 20 - 24, 1981 and May 7,1981.
