Dear Mr. Eisenhut:
Reference (a), which forwarded minutes of the meeting between PWR owners groups and the NRC en March 31, 1981, requested a response from the various owners group and each member utility addressing l
concern surrounding pressurized thermal shock events.
Mr. K. P.
l Baskin of Southern California Electric submitted the Combustion l
Engineering Owners Group (CEOG) response (reference (b)). The CEOG has authorized Combustion Engineering (C-E) to prepare a program which has been sent to each of the members for review. We are nov evaluating the C-E proposal.
Topics addressed by the CIDG program include determination of:
(1) NSSS transients which can produce pressurized thermal shock (2) stress distributions within, and mechanics.1 behavior of, the reactor vessel in response to such transients (3) relevant mechanical properties of the reactor vessel l
(h) margins available to assure preservation of reactor l
vessel integrity (5) current radiation conditions of the reactor vessel for
