Dear Sir:

A Limiting Condition for Operacion 2.2.4 of the Trojan Environmental Technical Specifications (ETS), requires that a continuously-monitoring pH element connected to a racorder in the Control Room, be located down-stream of the dilution and discharge structure (D&DS). It appears that when this pH recorder (AP.-3538) was stamped at 0550, May 12, 1981, the chart recorder was inadrertently turned off.

This problem was not discovered until 2400, May 12, 1981 and therefore, the recorder was out of service for 18 hours2.083333e-4 days <br />0.005 hours <br />2.97619e-5 weeks <br />6.849e-6 months <br /> and 10 minutes. A review of the discharges that had taken place during this period of time has been completed and it has been concluded that at no time was the pH of the water leaving the D&DS ever outside of the ETS limits range of 6.0 to 9.0 pH.

To prevent a recurrence of this incident, operators have been reminded to ranitor recorders at least once a shift for proper operation.
