DISCUSSION ON COMBUSTION ENGINEERING, INC. (CE)
WINDSOR FACILITY LICENSE, DOCKET 70-1100 Mr. G. J. Bakevich (CE Nuclear Licensing Consultant) visited the NRC' offices on May 14, 1981, to discuss the CE amendment request for authorization to increase the thickness of the uranium pellet slabs in a shelf array of UO 2 pellets and to discuss the justification of criteria for the interaction between noncoplanar arrays.,
The staff had requested CE to make additional calculations to provide the justification for the increased thickness in the slabs in a shelf array of pellets.
The model used by CE for the calculations in their epplication to the NRC had a separation between arrays of,10 feat rather than the intended 5 feet.
Their revised calculations indicated an increase in k by as much as three percent. CE will submit a supplement to their applicINon cterecting the earlier calculations and including the controls necessary to limit the moder-ation of the pellet storage arrays.
l Bakevich also discussed a proposed study to justify the elimination of the horizontal spacing between maximum safe units in non-coplanar arrays.
CE had been cited by Region I for non-compliance witn the license condition re-quiring spacing between p n-coplanar slabs.
If CE can not provide the necessary justification, they will implement administrative controls to guarantee the required spacing.
