PROPOSED IMPOSITION OF A CIVIL PENALTY - $5,700 ORDER TO SHOW CAUSE This is to infom the Commission that a Notice of Violation and a Notice of Proposed Imposition of a Civil Penalty in the amount of Five Thousand Seven Hundred Dollars will be issued on or about May 28, 1981, to Isotope Measurements -

Laboratories Incorporated. This action is based on an alleged item of non:ompliance relating to the licensee. receiving byproduct material from client hospitals which were not authorized to manufacture and distribute radio-pharmaceuticals and in turn distributing these materials to other of the licensee's client hospitals. This unauthorized practice continued after the licensee's request to the NRC for authorization to elute radiopharmaceuticals and distribute these eluates to other client hospitals had been denied, and the practice further continued at two hospitals in Central and Southern Illinois after receipt of an Immediate Action Letter confirming NRC's understanding that the licensee would cease this unauthorized practice.

In addition to the proposed civil penalty, an Order is being issued to the licensee to show cause why all activities under this license should not be suspended. A news release will be issued about the time the licensee receives the Notices.

The State of Illinois will be informed.

It sh,ould b'e noted that the licensee has not been specifically informed of the enforcement actions. The schedule of issuances and notifications is:
