Power (CCANP) filed a document entitled " Motion For Clarification Of Commission's September 22, 1980 Order And Suggestion of Directed Certification Under 10 C.F.R. Sections ?. 718 (i) and 2.786." That filing is essentially a request for Commission review of ALAB-637 wherein the Appeal Board refused to undertake interlocutory review of ASLB prehearing rulings regarding the scheduling of a hearing and the delineation of the issues under i

consideration in the hearing. Houston Lighting & Power Co.

l (South Texas Project, Units 1 and 2), ALAB-637, 12 NRC (April 16, 1981).

Almost contemporaneously with CCANP's request for review, on May 12, 1981,the Commission issued an Order declining i

to undertake sua sponte review of ALAB-637. In its Order the Commission stated:

+ Under 10 C.F.R. S 2.786 (b) (i) , rulings on directed certification questions are not appeal-able to the Commission. Thus, no petition for revi2w is permitted to be filed in this case, . . .

(Commission Order at p.2, n.2). In light of the above, CCAND's request has been mooted and the Applicants therefore will not file a substantive response, unless requested by the Commission.
