As noted in the telephone conversation between Mr. C. Richey of Battelle and Massrs. Crow and Stevenson of my staff on June 24, 1980, the release requirements that are imposed by Condition No.11 of the renewed license are not applicable to buildings and grounds of the Department of Energy.
