+ -v a TCP CF FILL MATERIAL In order to complete our response to the NRC's October lk,1980 correspendence, we are forwarding forty (h0) copies of Part II of the three-part report addressing the FSAR cpen item regarding seismological input parameters. This portion of the reprt entitled, " Site Specific Response Spectra, Part II-Respense Spectra Applicable for the Top of Fill Material at the Plant Site" vill supplement Parts I and III which were previously forwarded by our correspondence of March 2, 1981.

The delay in providing Part II of the Seismic Response Spectra Report is attributable to our continuing work en the theoretical studies of g-ound motion emplification which were requested by the Staff in the December 5, 1980 meeting.

Part II of the report centains recctmended site specific respense spectra applicable at the top of the fill material which were derived by the same general methodelegy used to compute response spectra as were described in Part I of the three-part report. The subsurface geological and geophysical characteristics of the strong action recording stations used to develop the response spectra are discussed in Appendix A of the Part II report.

In addition, the results of an extensive theoretical study of possible amplificatica of grcund =cticn by the fill material at the Midland site is presented in Appendix 3.

This study was performed by Dr Erik Vanmarcke and Dr Eduardo Kausel, Professors in the Civil Engineering Department of the Massachusetts Institute of Technologv. The study uses the Ccmputer Program

" SHAKE" to evaluate the relative dynamic response between the top of the fill and the original ground surface in ter=s of the ratio of response spectra considering a range of soil profiles. The results of the theoretical amplification studies agree remarkably well with the results of the site specific response spectra methodology.

In conclusicn, the site specific respense spectra recc= mended in Part II of the repcrt is a realistic representation of the ground motion response at the tcp of the fill material for the Midland site.

~4 hen the :EC has cc=pleted its review of our three-part report, we recccmend thac 1 meeting he held with the Staff at the earliest opportunity to ensure resciution of any questions or concerns which remain.

Early resolution of any concerns is imperative, especially, in light of the pending soils hearing and also per the agreements reached in the prehearing conference on soils held at Midland on April 27 and 28.

Furthermore, resolution vould allev the ccupletion of the seismic safety margins review in a time frame to support the operating license hearings.
