Gentlemen:

The Westinghouse Owners Group, of which Duquesne Light Company is a member, has committed to a program to address potential reactor vessel integrity concerns as identified in NRC Generic Letter 81-19.

The descrip-tion of the program is contained in letter OG-58 dated May 14, 1981 from Robert W. Jurgensen, Chairman, Westinghouse Owners Group to D. G. Eisenhut, Director, Division of Licensing, USNRC. Duquesne Light Company hereby commits to the Westinghouse Owners Group Program to add.;ess potential reactor vessel integrity concerns.

As described in the May 14 letter, all operating Westinghouse plants listed in the report, including Beaver Valley Power Station - Unit No. 1, have been shova to safely sustain severe thermal shock transients, including repressurization, to beyond January,1983 at a minimum.

The Westinghouse Owners Group Program will identify if future additional plant specific analyses and/or remedial actions may be required, and will pro-vide the time in plant life when these additional actions may be needed. This program is expected to be completed by December, 1981.
