Modifications and Additions to Maine Yankee Technical Specifications

Dear Sir:

Pursuant to Section 50.59 of the Conmission's Rules and Regulations, Maine Yankee Atomic Power Company hereby proposes the following modifications to Appcndix A of the Operating License.

R 0 POSED CHANGE Refererce is made to the Technical Specifications contained in Anpendix A to Operatin0 License No. DR-36 issued to Maine Yankee Atomic Power Company for the Mai.ie Yankee plant. We propose to modify current Technical Specifications as "ollcws:

Replace pages 5.2-2 (Fig. 5.2-1) and 5.2-3 (Fig. 5.2-2) of Specification 5.2 with the attached revised pages 5.2-2 and 5.2-3.

REASON FOR CHANGE Many of the administrative changes which have occurred in the recent past have been associateo with, or impacted upon, training.

To properly direct, manage and coordinate these upgraded training efforts, it has become necessary to establish a separate training organization within the company's corporate support staff. The proposed change ref'ects the formation of this training department.

Maine Yankee recognizes the value of such a group in addressing such areas as safety review and operating experience feedback.

Therefore, the proposed change reflects Maine Yankee's intent to establish such a group.

This group shall also assume the responsibilities formerly assigned to the Compliance Supervisor.

One of the Vice President's titles has been changed to more accurately reflect his responsibilities.

NOTE: Reference (c) was inadvertently submitted with an incorrect proposed change identification number (PC #84 was used).

This resubmittal of the instant proposed change carries the correct proposed change identification number (PC #83).

This submittal is identical to Reference (c) in all respects except for the date, letter number, prtposed change identification number and the last sentence in the "RF,ason fOr Change" section.

The previous submittal Reference (c), is hereby superceded in its entirety and should be deleted from the record.

For your information, Proposed Change #84 is the cycle 6 reload submittal and transmitted by letter from Maine Yankee to the USNRC dated 04-28-81 (FMY-81-65).

That proposed change remains on the docket.

BASIS OF CHANGE Formation of a separate training department within the company's corporate support staff provides improved management and coordination of the company training programs.

Establishment of an independent Nuclear Safety Engineering Group facilitates new and upgraded efforts relative to safety review, compliance and operating experience assessment and feedback.

SAFETY CONSIDERATI0t6 This proposed change is not safety related.

This change has been review by

SCWDULE OF CHANGE Maine Yankee Technical Specifications will be changed immediately upon Commission approval.
