Detroit Edison is submitting this plan consistent with the requirements of 10CFR50.34(d) and 10CFR73 Appendix C.
In accordance with the Commission's Rules of Practice, specifically Section 2.790 of 10CFR Part 2 and Section 9.5 of 10CFR Part 9, The Detroit Edison Company hereby requests that the attached copies of the " Safeguards Contingency Plan" be treated as proprietary and withheld from public disclosure.

I am Vice President - Nuclear Operations for The Detroit Edison Company.
My office is located at 2000 Second Avenue, Detroit, Michigan 48226.
I have the responsibility for the revies of the material contained in the " Safeguards Contingency Plan" for the Enrico Fermi 2 Atomic Power Plant, and I am authorized to apply for with-holding of this document from the public records; 2.
The " Safeguards Contingency Plan" consists of confidential commercial information relating to the safe operation and protection of the Fermi 2 Power Plant, and its contents have not been made available to the pubito fcr inspection; 3.
To the best of my knowledge and belief, the material contained within the " Safeguards Contingency Plan" is of a nature customarily exempted from public disclosure and is not available in public sources:

The protection of the gener.sl public and of the Company from theft, sabotage or destruction of valuable Company property requires that the material contained within the " Safeguards Contingency Plan" be withheld from public disclosure.
