Dear Mr. Heishman:

This letter constitutes the reply to your letter (Reference 1) in which you requested we further identify our corrective actions in response to IE Inspection Report No. 80-13 (Reference 2), Item 2, which we answered in Reference (3).

Reference (2) stated that LACBWR was cited:

"... for the failure to perform sufficient tours of the area by plant supervisory personnel, to keep plant management properly appraised of work activities (personnel performance),

and conditions inside of containment.

This is contrary to your Administrative Control Procedures 2. 3 and 2. 4. "

Chief, Reactor Operations and LAC-7481 Nuclear Support Branch April 20, 1981 As stated in Reference (3), ACP's 2.3 and 2.4 have been revised.

In addition, the LACBWR Plant Superintendent issued a =e=0 cove ring inspection guidelines to Supervisory Personnel and Shift Technical Advisors on January 23, 1981,-providing clarification of the i

procedural responsibilities for plant tours.

The =e=o recc__ ends, as a mini =u= that the Contain=ent Building should be entered by a Shift Supervisor at least once per day.

The =e=o also expanded en the require = eat for STA'.s to make randoc2 backshift and weekend inspections.

It reiterated that there is no =andate for the STA to enter containment while en duty.

An inportant consideration in our response to the discussions concerning plant tours is the fact that plant managenent,. s upe rvisory,

and technical personnel other than the Shift Supervisor and Shif t Technical Adviser frequently visit the Centainment and Turbine Buildings during the normal work day.
