Background
In Licensee's response to NRC staff Q(8) dated September 14, 1979 and in Q(101) and Q(102) of " Licensee's Testimony on Matters other than Struc-tural Adequacy of the Modified Complex", Licensee testified that in the placement of concrete for plate No. 3 there will be a construction joint at el. 74'-0", which is 3" below the top of plate No. 3.
pmmitment Clarification The commitment is modified such that, by the addition of forms aoove plate No. 3, concrete will be placed from the construction joint at el. 69'-9" to just below the concrete slab at el. 77'-0" without a construction joint at el. 74'-0".
Tne concrete will be stopped a few inches belo the slab soffit to eliminate the cnance of developing air pockets, and the remaining space will be pressure-grouted with high stre'13th nonshrink grout.
Evaluation The reason for eliminating the construction joint at el. 74'-0" is to simplify and facilitate construction. The rate of placement, concrete temperature and spacing of supports will remain unchanged. Therefore, the approximately 2'-6" additional heignt of concrete lift will not impose an extra pressure on the wall.
The casonry wall terminates at elevation 74'-3".
The additional concrete above tnis elevation will be placed against tne steel beam supporting the floor slab at elevation 77'-0".
The concrete forms will be tied to tnis beam with form ties. The resulting condition is as previously evaluated, and the beam has adequate capacity to resist all imposed loads including vertical loads, the pressure of the fresh concrete, and 1steral seismic loads.
This change in commitment does not:
(1) increase the occurrence probability of an accident or malfunction of safety-related equipment previously anal-yzed; (2) increase the consequences of an accident or malfunction of safety-related equipment previously analyzed; (3) represent the possibility of a l
l different type of accident or malfunction of safety-related equipment from i
those previously analyzed; (4) reduce the margin of safety, nor (5) require a cnange to tne Tecnnical Specifications or Operating License.
