Contention 4(b) states:
The plans for monitoring site seisnicity are inadequate in that they do not consider the seisnic effect of filling the reservoir. 11onitoring of site seisnicity should continue through 1983.

As Project flanager for the Sumer station, I participated in and supervised the preparation of the NRC Staff Safety Evaluation Report (SER) (NUREG-0717), including section 2.5.3 regarding, among other things, seismic nonitoring.

The NRC Staff recognized a concern with reservoir-induced seismicity at the construction permit stage and required the Applicant to nonitor possible microseismic activity in the vicinity of the lionticello 8105110 4
Reservoir before, during, and after impoundaent. See discussion SER, 92.5.3, pp. 2-31 and 32.
The Applicant has installed a seismic network at'the Staff's request and has conducted a comprehensive progran for nonitoring site seisnicity.
This progran is described in the Final Safety Analysis Report.
In addition, the USGS also has a seismic network located around the Monticello Reservoir.
Each of these prograns is aimed at identifying the location and nagnitude of seismic events related to filling of the reservoi r.
Prior to filling the Monticello Reservoir, USGS had a seisnograph station at Jenkinsville, South Carolina (three miles east-southeast of the site).
See SER, p. 2-22.
On December 1, 1977, the Applicant installed a four-station seismic network in the area of the Monticello Reservoir under the guidance of Dr. Bollinger of the Virginia Polytechnic Institute and State University. Teledyne Corporation was contracted by the Applicant to analyze the data and quarterly reports were, and are continuing to be, submitted to the NRC.
Filling of the reservoir began on December 3,1977 and full pond elevation occurred on February 8,1978. A strong notion accelerometer was installed by the USGS in February,1978 on an abutment of Fairfield dan.
In May, 1978, the USGS began a six-station seisnic nonitoring network in the area.
In January,1979 Dr. Talwani of the University of South Carolina took over the contract to analyze the Applicant's data.
Dr. Talwani is also under contract to the USGS to analyze seismic data from their network near Monticello Reservoir.

seismic activity as a precusor to larger events.

The Applicant has corvaitted to continue nonitoring the seisnic acticity in the llonticello Re:ervoir until the end of 1982 at which time an evaluation will be nade to deternine if it should be continued. The details of the Applicant's progran are.also described on pages 2-31 and 2-32 of the SER.
In its !! arch 18, 1981 letter, the ACRS requested the 14RC Staff to assure that this progran is not halted prenaturely. The Staff will assure that this ACRS reconnendation is net by inposing a condition to the operating license that the Applicant's seismic progran will not be terminated without written approval from the Staff.
The Staff does not believe that there is any present justification to impose an -
absolute requirenent that seismic nonitoring be continued through 1983.
