SECY-81-202/A/B - Proposed Statement of Policy _ (See also SECY memo iftd 4/27 forwarding Commissioner Gilinsky's comments.)
The Commission continued its discussion and reached agreement on all sections of the proposed Statement of Policy except: Part III, Section A (Time), which will be discussed further in connection with a proposed hearing schedule; Part III, Section J (Sua Sponte),
which is to be discussed further after consideration of an ASLBP memorandum to Commissioner Ahearne, which is anticipated oy 5/1; and Part IV (Conclusion), which is to be drafted for Conuission consideration by Commissioner Bradford.

II.
SECY-81-252 - Proposed Changes to 10 CFR Part 2, Analysis of Public Conments and Recommendations of NRC's Legal Offices and Licensing Panels The Conmission discussed the subject paper and tentatively agreed to approve the staff recommendations on four of the six proposed changes (proposed changes numbered 2, 3, 4 and 6 in SECY-81-252).
The Commission deferred a decision on the other two proposed changes (numbers 1 and 5 in SECY-81-252).
Chairman liendrie noted that the recommendations would be discussed at a future Commission meeting at which time Commissioner Gilinsky's proposed alternative to Item 1 will also be considered.

Another meeting on Revised Licensing Procedures has been scheduled for May 7.
