OF APRIL 22, 1981 E ETING REGARDING LOAD SEQUENCER FOR OFFSITE POWER 1.

General l

Representatives of the staff met on April 22,19/ii with representatives i

of the applicant and its consultant to discuss the staff requirement for a sneak circuit analysis of the load sequencer. A list of those I

persons who 1ttended the meeting is included in the enclosure.

Purpose i

The purpose of the meeting was to discuss the staff's requirements for a sneak curcuit analysis. and the manner in which it could be rescived by the applicant.

3.

Dtscussion I

The discussion related to open issue 1.6.9 as identified in the staff's Safety Evaluapion Report (SER) for the facility i.e. NUREG-0717.

In the SER we noted that we would require (1) a design decription, (2) a reliability analysis, and (3) a sneak circuit analysis for the load sequencer. Since that time the applicant has completed items 1 and 2 but has not initiated work on item 3.

The staff reiterated its position in the SER stating that the sneak circuit analysis had the potential for identifying problem areas that could not be identified by a reliability analysis or periodic testing, thereby providing additional assurance of the overall reliability of the sequencer design.

The applicant's consultant provided a written discription of the scope of I

the sneak circuit analysis and a sample of the format for the final report.

I We concluded that this appeared to be complete enough and that if similar information was submitted by the applicant it would be in sufficient detail for the staff's evaluation. However, we noted that any recomendation from the supplier of the sneak circuit analysis would have to be reviewed j

by the applicant and the load sequencer vendor before any changes were made.

l Decisions on each recommendation would have to be documented and justified We noted that neither the sneak circuit analysis nor any changes need be made prior to the operation of the facility.

in order to close out this open issue, we would need the applicant to document j

(1) its commitment to perform the analysis (2) a description of the analysis, (3) the format for the final report and (4) the schedule.
