Concerning Surveillance of Mechanical Snubbers NRC Docket No. 50-373 Reference (a):

Dear Mr. Keppler:

In response to IE Bulletin 81-01 Revision 1, Commonwealth Eoison is providing by this letter the schedule for tests anc inspections of mechanical snubbers installed on safety related systems at LaSalle County Station Unit 1.

Morrison Construction Company, the piping contractor at LaSalle, performs a visual examination for damage of all snuDbers installed on safety related systems, ana verifies that these snubbers have freecom of movement by performing a manual test, as specified in bulletin item 1.a.

These inspections are performed during the Morrison line walks.

The nature of the inspection program does not guarantee that all snubbers are inspected after the preoperational testing.

Incividual snubbers may be inspected before, during, or after preoperational testing.

Mechanical snubber visual inspections are performed by sub system.

Each plant system may be divided into several sub systems.

The exact time frame of inspecting a particular snubber or a particular sub system is governed by construction activities.

Therefore, any schedule would be in terms of completing all the inspections, rather than a system by system schedule.

The scheduled time frame for completing these inspections is from March 1, 1981 to fuel load.

LaSalle County Station has no INC snubbers.

Thus the operability test described in item 1.b of the bulletin is not applicable and will not be performed.

. We do not intarpret item 2.c of the bulletin to require minor problems or adjustments identified through the visual inspections to be reported.

Minor problems may be corrected by Morrison as the examination is performed.

The report will instead attempt to identify major problems only.

To the best of my knowledge and belief the statements contained herein are true and correct.

In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees and contractor employees.

Such information has been reviewer in accordance with Company practice and I believe it to be reliable.
