Dear Ms. Kirner:
JBMartin Pursunt to Itas No.19 of our input to the Final Environmental Ispact Statement for the Dawn Mining Company Mill Tatling Expansion Project (Condition No. 36 of DHS License Amendment No. 4) Dawn has submitted their proposed program for operational inspection and surveillance of the tallings retention system (letter to N. Kirner dated January 26, 1981).
A review of Dawn's program has shown that it meets the requirements of Regulatory Guide 3.11.1." Operational Inspection and Surveillance of Embankment Retention Systems for Uranium Mill Tailings", with the following exceptions: Although the mill metallurgist may be qualified to perfors quarterly inspections of the retention system, the annual technical evaluation, as required by Regulatory Guide 3.11.1, should be made under the direction of experienced przfessional mill personnel or consultants thoroughly familiar with design, construction and operation of retention systems. In addition, the training of field inspectors should be conducted by these same personnel or consultants.
We recoussend that these revisions to Dawn's pcoposed program be made through amendment of License Condition No. 36.
These aspects of Cawn's proposed program were discussed with Jack Thompson, Dawn Resident Manager, by telephone conversation on April 27, 1981.
